The best regions for crypto mining in Russia in 2025: where do miners move to?

Last year, the Russian authorities introduced a ban on cryptocurrency mining in a number of regions of the country. The Irkutsk region, which is fondly loved by crypto-farmers, and other territories with low electricity tariffs also fell under the restrictions. As a result, professional cryptocurrency miners – months before meticulously counted and accounted for by the authorities by entering them into a special register – found themselves outlawed. Miners had to get up from their forced places and look for new territories for their facilities. Where are they moving to?
Since 1 January 2025, the Russian authorities have completely banned mining in ten regions of the country. Now it is impossible to mine crypto in the republics of the North Caucasus, DNR, LNR, Zaporozhye and Kherson regions. In Buryatia and Transbaikalia introduced restrictions on mining during peak periods of energy consumption, a partial ban was also in effect in the Irkutsk region, but in April 2025, it turned into a full ban. In addition, the government also edited electricity tariffs: in some regions, the more electricity consumers spend, the more they have to pay. All this has made mining in some areas of the country impossible and categorically unprofitable.

At the same time, large miners today must be registered with the state. Without informing the authorities that you are a miner, you can only mine crypto “for yourself”, spending no more than 6000 kWh per month, that is, using 1 modern or two outdated asics (ASIC devices for cryptocurrency mining).
As a result, large crypto-farmers, for whom mining is not an entertainment, but a business, are in the most disadvantageous position. They can no longer leave the grey zone, nor can they continue mining crypto in areas with a ban. The only way out is to move.
Why did the authorities restrict mining?
The regions that fell under the ban at the beginning of 2025 regularly faced problems in the energy sector: whole villages remain without light, or there is not enough electricity for everyone… For example, the authorities of the Irkutsk region, throughout 2023-2024, regularly reported problems, blaming it all on miners who consume too much electricity. In 2025, the miners left, but the situation has not changed dramatically..
The government expected that crypto miners would move to territories with energy surplus: here, they say, there is free grid capacity, which is expensive and inconvenient to decommission, and you do not want to pay for the fact that they work for nothing. And if miners come to such territories, the regions will have money and electricity will not be generated in vain….

Deputy Energy Minister Yevgeny Grabchak in May this year even voiced the idea that in surplus regions it would be possible to make some kind of network tariff for cryptocurrency miners… But while these statements remain only words, miners choose regions with cheap electricity and no bans.
This is not surprising, because for them the cost of electricity determines the profitability of the business: the higher the tariffs – the less income. In general, the presence of energy surplus in the territory is also a good indicator, because it guarantees the absence of power outages and downtime, but it is the cost of energy that is the determining factor.
Where is it profitable to mine today?
The leader in terms of profitability for crypto-mining is now the Republic of Khakassia – this is the conclusion, at least, came to the experts of the Analytical Credit Rating Agency (ACRA), who calculated that here the cost of electricity for one asic will be about 56,000 rubles / year. The Tyumen Region (72,000 rubles/year) and the Murmansk Region (75,000 rubles/year) come next. However, for those who use 2 or more miners, and therefore consume about 6000 kWh per month, the situation changes: Khakassia retains its leadership, but the Tyumen region no longer looks attractive due to differentiated tariffs: in this case, Bashkortostan and the Chelyabinsk region may be interesting.
If we are talking about large farms, Krasnoyarsk Krai becomes the most favourable in terms of electricity.

ACRA specialists have compiled their top list of regions favourable for mining:
- Republic of Khakassia. Here the maintenance of one miner will cost about 56,000 rubles/year.
- Tyumen Region. The maintenance of one miner will cost about 72,000 rubles/year.
- Murmansk region. The maintenance of one miner will cost about 75,000 rubles/year.
- Krasnoyarsk region. Well suited for large farms (consuming more than 6,000 kWh per month). Experts have calculated that the maintenance of a farm of 10-12 ASIC-machines will cost about 1,325,000 roubles/year
- Tatarstan. It is also of interest to large miners: the cost of maintaining a large farm (10-12 machines) will cost about 1,400,000 rubles/year here.
Now the geography of mining in Russia is still changing: crypto miners have already left the regions where bans have been introduced, but have not yet decided on their location definitively. Nevertheless, the migration of miners now follows the following vectors: “home miners” are concentrated in Khakassia, Tyumen, Murmansk regions and Bashkortostan; and medium and large farms are moving to Khakassia, Krasnoyarsk Krai and Tatarstan. Some still remain in regions with bans – in the Caucasus, Irkutsk Region or Transbaikalia, but these are usually grey miners who are not on the register.
