According to resource suppliers, the total loss from unauthorized hookups could reach 1.3 bln rubles regionwide. Industry executives are discussing a set of measures, including stricter inspections and address-level consumption monitoring. Another proposal suggests fines up to 500,000 rubles for repeated offenses, a figure under active debate at the local level.

Experts note that without legal registration, mining operators pay no taxes and may violate residential safety codes.
