Buryatia Implements Tiered Electricity Rates to Curb “Abnormally High” Usage
Starting January 1, 2025, the Republic of Buryatia introduced a “differentiated tariff” system designed to detect abnormally high electricity consumption. Local officials believe this step will help distinguish miners running industrial-scale rigs from ordinary residents. The new structure sets monthly thresholds of 3,900 kWh and 6,000 kWh, after which higher rates apply.
Authorities emphasize that owners of electrically heated homes can claim a multiplier of 1.8, preventing overpayment beyond standard household needs. However, to qualify, residents must submit documents confirming their heating setup.
Officials hope this pricing policy will limit abuses where industrial equipment is passed off as residential usage. Meanwhile, some locals express concern over the extra paperwork, worrying the system might not function smoothly in every case.
