Moscow Forum: Strengthening Anonymity Controls and New Measures for Mining

The online forum “Aktualny Runet” was recently held in the capital, bringing together leading IT experts to discuss Russia’s internet challenges and trends. Key topics included increasing oversight of anonymity and upcoming regulations for cryptocurrency mining. Lawmakers and analysts agreed that anonymity often encourages phishing, fraud, and covert mining operations, which are difficult to detect.

The forum presented statistics indicating over 15,000 phishing incidents last year tied to fraudulent cloud mining services. Organizers stressed that without clear legislation and identification mechanisms, pinpointing the exact location of such sites becomes extremely difficult. Participants proposed systematizing KYC processes and strengthening cooperation with service providers to block anonymous nodes frequently used by crypto farms.

Attendees also deliberated on the concept of a unified registry of miners, where operators would officially list their rigs. In their view, such a system could help organize market data and facilitate oversight, especially in light of the equipment reference initiative previously mentioned by the Energy Ministry.
