Kazakhstan’s “70/30” program: Investors upgrade power plants in exchange for mining capacity

Kazakhstan’s Blockchain and Digital Mining Association unveiled a “70/30” initiative, allowing investors to fund thermal power plant upgrades in return for 70% of the resulting energy capacity dedicated to mining. Analysts believe this model could boost power generation by 25–30% without relying on government financing.

The remaining 30% of increased capacity would go toward meeting domestic demand, alleviating peak electricity shortages. Sources confirm two potential partners have signed on, committing up to $60 mln in initial capital. If successful, the plan may expand to other regions grappling with power deficits.

By 2031, upgraded facilities are expected to operate 20% above current output, providing miners with reliable electricity at a fixed rate that covers return on investment in five to seven years. Observers suggest this blueprint may significantly stabilize the country’s crypto mining environment.
