Russia’s Central Bank Backs Legalized Mining but Shuns Cryptocurrency Circulation

The Central Bank of the Russian Federation has voiced its support for legalizing cryptocurrency mining while opposing the circulation of cryptocurrencies. Stanislav Korop, the Deputy Director of the Bank’s Department of Financial Technologies, made this announcement. The stance was revealed at a meeting involving key players like the Industrial Mining Association and federal executive authorities, according to freedmanclub.

While advocating for the legalization of mining, the Central Bank is in active dialogue with market participants including the Industrial Mining Association. According to Korop, the process of crypto mining should be given a specific OKVED code, essentially making it a recognized part of the Russian economy. This move aligns with the Ministry of Finance’s approach, which also seeks a comprehensive regulatory framework for digital assets.

At the same time, the Central Bank maintains its opposition to the broader financial circulation of cryptocurrencies within the Russian Federation. The bank insists that despite the economic potential of mining, cryptocurrencies themselves should not be integrated into the financial industry of the state. This nuanced stance showcases a compromise with the Ministry of Finance, although discussions with law enforcement agencies about liabilities related to illegal digital asset activities continue.

Valery Seleznev, the first deputy chairman of the State Duma Committee on Energy, sees a positive in this for the energy sector. He believes excess electrical capacity in various regions can be funneled toward mining. On this note, Deputy Energy Minister Pavel Snikkars mentioned that due to the lack of legislation, there currently are “neither white nor grey” miners. This has led to the introduction of new tariffs, particularly in regions like Irkutsk.

In conclusion, Russia‘s Central Bank’s stance on cryptocurrency mining highlights the complexities in regulating an industry that is both promising and controversial. With an aim to balance economic interests and legal constraints, the bank’s support for legalized mining but not for cryptocurrency circulation points toward a cautious yet optimistic future for digital assets in Russia.
