Russia to Restrict Crypto Mining in Zabaykalsky and Buryatia

Russia’s Ministry of Energy plans to expand its mining ban to Zabaykalsky and Buryatia due to electricity shortages. Previously, restrictions were only seasonal but are now set to become year-round.

Power deficit drives mining bans

Russia’s Energy Ministry has announced plans to impose a full ban on cryptocurrency mining in regions with energy shortages. Deputy Energy Minister Evgeny Grabchak said the legal framework for the ban is already in place.

The restrictions will first apply to southern Irkutsk Oblast, then extend to Zabaykalsky Krai and the Republic of Buryatia. All three regions share a single energy zone with a consistent power deficit.

Previous bans were seasonal

Since April 7, 2025, southern Irkutsk Oblast has enforced a complete mining ban. The decision was based on the region’s energy consumption levels and risks to supply stability.

Earlier, mining in Zabaykalsky and Buryatia was only banned during peak consumption months. In 2025, that period ran from January 1 to March 15. From 2026 onward, it will cover November 15 to March 15 annually.

More regions affected through 2031

Between 2025 and 2031, Russia will extend mining bans to ten more regions. These include Dagestan, Ingushetia, and Kabardino-Balkaria, all of which face similar energy constraints.

Authorities aim to regulate crypto mining to protect the national grid’s stability. These decisions are expected to shift the mining landscape within Russia significantly.
