Russia to Audit Bitcoin Miners’ Compliance in 2026

In 2026, Russia will conduct large-scale audits of miners and mining pools. Authorities will assess compliance with digital asset laws and strengthen cryptocurrency mining regulation.

Russian Government Orders Miner Inspections

The Russian government announced that in 2026, it will launch a nationwide audit of crypto miners to ensure compliance with digital asset regulations. The inspections will focus on Federal Law No. 259 “On Digital Financial Assets and Currency” and Law No. 115 “On Countering Money Laundering and Terrorist Financing.”

According to the decree, inspections will be carried out by the Ministry of Internal Affairs, Ministry of Finance, Ministry of Industry, Ministry of Economic Development, the Federal Tax Service, and Rosfinmonitoring, with support from the Bank of Russia and the Investigative Committee. Both private miners and mining pool operators will be subject to oversight.

Key Focus Areas of the Audit

The inspections will cover:

  • verification of miners’ legal status and registration;
  • compliance of mining pool operators with regulations;
  • monitoring the circulation of digital currencies;
  • identifying risks of money laundering via crypto transactions.

This initiative reflects the government’s intent to apply existing crypto laws more effectively.

Toward Stricter Mining Regulation

Following the audits, the government intends to “improve the legal regulation” of cryptocurrency mining. This may lead to new requirements for miners, such as mandatory registration, enhanced tax reporting, and stricter energy consumption monitoring.

Experts believe that 2026 could become a turning point for mining regulation in Russia, reducing illegal activity and creating a more transparent environment for the industry.
