Russia Proposes “Highly Qualified” Investors with Over 100 Million Rubles for Crypto Pilot
The Russian government intends to introduce a special experimental regime for cryptocurrency transactions. One key condition is that only “highly qualified” investors with at least 100 million rubles in securities can participate. The framework also requires an annual income of 50 million rubles to validate this status.
Experts note that such measures aim to protect ordinary retail users from excessive risks. Additionally, separate licensing rules will apply to companies seeking to trade digital assets. The pilot phase is scheduled for three years, after which officials will decide whether to expand the program further.
Thus, only large players capable of withstanding potential losses without major damage to their finances will have access to certain operations.
