Khakassia: Cheap Electricity but Stricter Limits

Khakassia is known for having one of the lowest residential power rates in Russia, around 2 rubles per kWh. Yet starting in 2025, new caps are set at 3,900 kWh per month or 7,020 kWh in the heating season. Exceeding these thresholds triggers significantly higher pricing.

The State Tariff Committee estimates up to 10% of locals may surpass those limits, especially in private households. However, the region aims to keep its “electrical paradise” status, as baseline rates remain lower than in most parts of the country. The main driver for the policy is curbing “gray” mining, allegedly drawing up to 25% of the grid.

Forecasts suggest within a year, illicit farms could drop by one-third. Officials stress that typical families generally stay under the thresholds unless they run industrial ASIC setups.
