Kazakhstan to Add Crypto to National Reserves

Kazakhstan plans to invest part of its gold, FX reserves, and sovereign wealth fund into crypto-related instruments, following the examples of Norway and the U.S.

Kazakhstan Looks to Norway, U.S. in Crypto Reserve Strategy

Kazakhstan’s central bank is preparing to include cryptocurrencies in the nation’s sovereign reserves. According to local media outlet Kursiv, the government aims to allocate a portion of its gold and foreign exchange reserves — along with assets from the national wealth fund — into crypto-related assets.

Timur Suleimenov, head of the National Bank of Kazakhstan, said at a recent press conference that the bank is evaluating “aggressive strategies” to increase investment returns. This includes placing funds into crypto-related products such as ETFs or crypto-exposed equities.

Confiscated Digital Assets to Form Core Reserve

Suleimenov also announced plans to create a national crypto reserve, partially based on digital assets seized by law enforcement agencies. This move highlights Kazakhstan’s intent to formalize crypto into its broader fiscal infrastructure.

The central bank is studying models used by Norway’s sovereign fund, U.S. government holdings, and several Middle Eastern nations. These countries have exposure to crypto either directly or through public equities and exchange-traded funds.

Kazakhstan’s approach signals a shift toward long-term integration of digital assets into sovereign strategies.

Building a Regional Crypto Hub Amid Adoption Gaps

Alongside reserve management, Kazakhstan is also strengthening its position in the crypto sector. In late 2023, the government launched the digital Tenge — its central bank digital currency. In 2024, a pilot zone for digital payments and blockchain services was introduced.

According to Digital Development Minister Kanysh Tuleushin, Kazakhstan aims to become Central Asia’s leading crypto hub. However, despite regulatory initiatives, retail adoption remains limited. Chainalysis ranked Kazakhstan 57th out of 151 countries in its 2024 Global Crypto Adoption Index.
