Kazakhstan Plans Bitcoin State Reserve

Kazakhstan’s National Bank has approved the creation of a state reserve in cryptocurrency. A concept is being developed to define how the reserve will be formed and managed, including confiscated and mined digital assets. Legal changes will be required to formalize the reserve.
National Bank works on crypto reserve framework
Kazakhstan’s National Bank (NBK) has supported a parliamentary initiative to create a state reserve in bitcoin and other digital assets. The regulator’s chairman, Timur Suleimenov, announced that a concept is being developed to set the rules for forming and managing such a reserve. One of the proposed options involves establishing a specialized NBK subsidiary focused on alternative investments in digital assets.
According to the concept, the reserve could be replenished using confiscated cryptocurrencies and assets mined through state-owned mining projects. Legal amendments will be necessary to officially define the reserve’s status and regulate its use.
Storage challenges and international experience
The National Bank emphasized that international practices of sovereign wealth funds will be taken into account when managing the crypto reserve. Transparency, safety, and security of the state’s digital assets will be key priorities. Consultations with parliament members are ongoing to draft the necessary legal framework.
Parliament members noted that Kazakhstan currently lacks regulations on storing digital assets seized in criminal cases. This legal gap increases the risk of theft or illegal circulation involving third parties. Lawmakers proposed creating a centralized state digital storage facility under the National Bank to ensure secure custody and control of seized crypto assets until they are used or sold according to legal procedures.
