Crypto mining ban lifted in two Russian regions
Cryptocurrency mining has resumed in Russia’s Buryatia and Zabaykalsky regions after a seasonal ban expired on March 15, 2026. The restrictions had been introduced in November 2025 due to concerns about electricity shortages during the winter season.
According to Russian government regulations, the temporary ban covered large parts of both regions. Mining operations are now allowed again, although seasonal restrictions could continue in the coming years.
Seasonal restrictions on Bitcoin mining have ended
Authorities lifted the temporary ban on cryptocurrency mining in Buryatia and the Zabaykalsky region. The restriction had been in force from Nov. 15, 2025, to March 15, 2026.
In Buryatia, the ban applied to the regional capital Ulan-Ude and 18 surrounding districts.
In the Zabaykalsky region, the restrictions affected Chita, the settlement of Aginskoye and the closed administrative town of Gorny.
Several additional municipal districts were also included in the ban.
With the expiration of the regulation, mining operations can now resume across these areas.
Why authorities limit crypto mining in winter
The seasonal ban was introduced because of concerns about energy shortages during winter months. Electricity consumption increases significantly during cold seasons, especially in regions with harsh climates.
Authorities therefore restricted crypto mining operations, which require large amounts of electricity.
Unlike Buryatia and the Zabaykalsky region, several Russian regions currently face a permanent ban on cryptocurrency mining. Since Jan. 1, 2025, mining has been prohibited in several North Caucasus republics, including:
- Dagestan,
- Ingushetia,
- Chechnya,
- North Ossetia,
- Kabardino-Balkaria,
- Karachay-Cherkessia.
How the ban lift may impact Bitcoin mining in Russia
The lifting of the seasonal restrictions could temporarily boost activity in the crypto mining industry within the affected regions.
Buryatia and Zabaykalsky are considered attractive areas for Bitcoin mining due to relatively low electricity costs and cold weather conditions.
However, the regulatory model still includes recurring seasonal bans.
According to government documents, these restrictions may continue annually until 2031.
Future regulation of cryptocurrency mining in Russia
The seasonal approach suggests that Russian authorities are trying to balance energy stability with the growth of the crypto mining sector.
Restricting mining during winter helps reduce pressure on regional electricity grids.
At the same time, the broader regulatory debate around mining continues.
Officials have previously discussed the possibility of stricter restrictions in parts of Siberia.
If further measures are introduced, the regulatory environment for cryptocurrency mining in Russia could become more restrictive in the coming years.
