30% of Russian Miners Registered Officially

Deputy Finance Minister Ivan Chebeskov said that around 30% of miners in Russia are now officially registered. The Ministry plans to strengthen regulation, create a legal infrastructure for mining, and introduce penalties for illegal crypto mining.
Government aims to boost legal mining registration
At the “Digital Finance: A New Economic Reality” forum, Russian Deputy Finance Minister Ivan Chebeskov announced that around 30% of miners have been added to the national registry.
According to Chebeskov, the Ministry of Finance, together with the Federal Customs Service, is working on an amnesty program for mining equipment imported through parallel channels. The goal is to encourage miners to operate legally within the framework of Russia’s experimental legal regimes (ELRs) for digital finance.
New law to target illegal crypto mining
The Deputy Minister confirmed that a new bill introducing liability for illegal cryptocurrency mining is under development. It will establish clear penalties for those who mine digital assets without registration or proper energy contracts.
“The market itself often dictates how the system should evolve. We need domestic infrastructure for mining and all crypto-related operations,” Chebeskov stated.
Crypto infrastructure development underway
Chebeskov emphasized that the Ministry and the Bank of Russia are jointly building the crypto infrastructure within the ELR framework. This includes mechanisms for miners to participate in organized trading platforms.
“By a complete infrastructure, we mean tools for converting crypto into fiat, conducting settlements, and investing in digital assets. We are gradually moving in that direction,” he added.
The Ministry of Finance expects that legal mechanisms and experimental regimes will create a transparent and trustworthy environment for cryptocurrency operations in Russia.
